Revised 200 2Anyone involved in the Greece Boys Soccer League will adhere to the responsibilities and duties as outlined by the Greece Boys Soccer League Rules, Regulations and By-laws.
The Executive Committee will decide any situation not covered by the League Rules, not the coaches, referees or commissioners alone.
Unless expressly authorized by the Executive Committee, games played for any other purpose than to establish League position, using in any way the name of Greece Boys Soccer League, are prohibited. There will be no more than one (1) coach and one (1) assistant coach per team prior to registration. All coaches and assistant coaches must be registered with the League Secretary. Nevertheless, after registration, a coach may have as many helpers as they feel necessary.
No coach can sign a player. All applications must go first to the age group commissioner, who will know if there is an opening in that age division. Commissioners only will assign boys to teams.
Only players assigned to a team by the commissioner are eligible to play in scheduled games. Any team allowing a boy that is ineligible to play will automatically forfeit all games in which the ineligible boy played. Players not registered by the league and those that are being disciplined are considered ineligible players. Any coach found playing an ineligible player would be subject to discipline and any resulting liability.
No boy can transfer or be transferred from one team to another after being assigned to a team, with the exception of being for the purpose of obtaining a coach for the team; this must be done prior to the season opening game. Once a boy quits, he will not be allowed back into the league for that calendar season.
Excessive verbal harassment of coaches, referees or player(s) by anyone including coaches, will result in the following:
ANY PHYSICAL ABUSE OF COACHES, PLAYERS, OR REFEREES, BY A PLAYER, COACH OR SPECTATOR WILL RESULT IN THE FOLLOWING:
The Executive Committee will decide the outcome of the game.
9. ALCOHOLIC BEVERAGES AND SMOKING Alcoholic beverages &/or smoking are not allowed on school and town grounds.
After a player has registered in the league, no refund is allowed. The player is entitled to his shirt, shorts and socks. In special cases, the Executive Committee may give a refund only after review.
Persons who have signed to play in the Greece Boys Soccer League shall do so with good intent. He should not have other soccer conflicts that would prevent him from participating fully in practices and games of this league. The Executive Committee will determine good intent. A select team for each age group (excluding 5-6 and 7-8) will be formed. Tryouts will be held in May. Only house players are eligible for tryouts. SECTION II - UNIFORMS AND EQUIPMENT All players must wear shin guards to be eligible to play in the league and playoff games.
Players must visibly wear complete soccer uniforms (team jerseys and league shorts) to the league games to be eligible to play. The goalkeeper must wear a shirt different in color than that of his teammates and also different from that of the opposing team. All boys must wear shin guards. Protests concerning uniforms must be lodged with the referee and the other coach prior to the end of the game. Shin guards must be completely covered by socks, and shirts must be tucked in.
Protective headgear is provided by the league and must be worn by all goalkeepers. This rule is for the protection of the goalkeeper. Failure to comply with this rule for any reason will result in an automatic forfeiture. It is the responsibility of each coach to assure that the goalkeeper wears protective headgear. The headgear must be safely fastened on the head by chinstrap or other means.
Ages 5 through 12 will play with sneakers or molded cleats. Ages 13 and up may wear screw-in cleats, made of plastic or rubber material, with no metal or jagged edges showing which may cause injury to other players. These types of cleats must be accepted by the referee. Baseball cleats or any other type of cleat cannot be used.
No player wearing equipment of medical aids (such as casts, splints, etc.) that are considered hazardous to the safety of that player or other players will be eligible to play. Final decision lies with the referee.
The home team must provide a game ball but the referee will make the final decision on which ball will be used.
7. RESPONSIBILITY FOR EQUIPMENT Coaches are responsible for the signed out equipment and its return. Coaches also have the responsibility of making sure that the necessary equipment is brought to the game field for all practices and games.
The field of play shall be governed by the rules of FIFA except for those noted in the Greece Boys Soccer League Rules, such as the length of the game, substitution, etc.
Age group positions will be decided upon by using the point system only. Win = 2 points, Tie = 1 point, Loss = 0 points.
The 5-6 age group will be limited to one session per week. It shall consist of a 1-½ hour time slot with 1 hour dedicated to practice, and ½ hour dedicated to scrimmage. The 7-8 and the 9-10 age groups will play 4 quarters of 12 minutes each. Five minutes will be allowed between the quarters and at the half. The early game (6:00 PM) must be completed and the field cleared by 7:10 PM to allow for the later game (7:15 PM) to start on time. In order to help save time, the coaches from the earlier game should leave their nets set up and obtain nets from the coaches playing the later game. The 11-12 age group will play 4 quarters of 15 minutes each. Five minutes will be allowed between the first and second, and third and fourth quarters and ten minutes will be allowed at the half. The 7-12 age groups will switch ends each quarter. The 13 and up will play 2 halves of 40 minutes each. Ten minutes will be allowed at the half. The 13-18 age groups will switch ends at the half.
All players must play at least half of the time they are present at the field and for 7-8 through 11-12, players present at the start of the game must play three quarters before any player plays four quarters. The 13-15 and 16-18 age group will play with free substitution; coaches should make ever effort to equal the playing time. With all age groups, the only exception is for a player who is ruled ineligible or has physical limitations. Any coach not adhering to these rules will be charged with an automatic forfeiture.
Each coach will have a complete league roster of the team for each game and will point out to the opposing team’s coach any player(s) being disciplined and for how many quarters (also any boy who has physical limitations and cannot be expected to play at least half a game). The roster must indicate which are the ineligible and absent players. This roster must match jersey numbers and names to the roster handed to the coach at the beginning of the season. This roster should be made available for viewing to the opposing coach or referee.
Each coach will provide a responsible person (preferable 16 years or older) to be linesman. The linesman is expected to refrain from instructing or directing players from the sidelines. The referee has the final OK on linesman. In no case can a player on participating teams be a linesman.
Coaches and assistant coaches will direct their players from the sidelines only. No one is allowed on or behind the goal posts lines. Spectators are allowed only on the sidelines, at least two yards from the sideline. Coaches are allowed on the field for injuries only, when motioned on the field by the referee. Exceptions to this rule apply to the 7-8 age group where 2 coaches from each team may be allowed on the playing field to direct players. Also the 5-6 coaches are allowed on the field during the scrimmages.
The FIFA rule governing number of steps (4) will be waived for the 7-8 age group. All other age groups will adhere to the four-step rule. 7-8 age group can carry the ball to the edge of the penalty area without any interference from the opposing team.
For the 13 and up age groups, all games will start at 6:30 P.M. unless otherwise agreed upon by the coaches and referee involved. If a coach in these age groups cannot field a minimum of seven players at the scheduled start time a forfeiture will be declared. The 7-8 and 9-10 age groups will start promptly at 6:00 P.M. or 7:15 P.M. For 11-12, games start at 6:00 PM or 7:15 PM. If a coach in these age groups cannot field a minimum of six players at the start time a forfeiture will be declared. If in any age group a forfeiture is declared, coaches may equally divide players from both teams and scrimmage. The referee must still be paid for showing up and is not under any obligation to stay for the scrimmage.
Ages 7 - 12 substitutions can be made at the end of each quarter only, unless injuries occur. Ages 13 –18 will allow free substitutions at all goal kicks, throw-ins for your team only, after a goal is scored, and for an injured player who leaves the playing field.
Any game that goes to or beyond half time and is stopped by weather conditions by the referee will be considered a completed game. The referee must allow a half-hour waiting period before the decision is made. Both teams and referee must show up at the scheduled time on the field before the game can be called due to weather.
Games, which are being rescheduled, must go through the age group commissioner. Any players who are present are eligible to play in a rescheduled game.
Any boy playing in the 7-12 age groups removed from play during any quarter because of injury will be considered as having played the entire quarter. The player replacing the injured player will not be considered as having played that quarter.
If a coach wants to discipline a player, They must contact the age group commissioner at least 24 hours before the start of a game with an explanation of why the player is being disciplined. The commissioner, after completing the investigation and negotiating the disciplinary action with the coach, will notify the other coach and the parents of the disciplined player of the action taken. Without exception, no player will be disciplined without the approval of the commissioner, who should keep a record of the disciplined players. Disciplinary action will not be fulfilled if the disciplined player does not show up for that game in full LEAGUE uniform.
When a player has been ejected in ages 7 -12 a replacement is permitted. For ages 13-18 there shall be NO replacement for an ejected player. Ejected players are not eligible to play in the next scheduled game that they show up for in full uniform.
All protests must be submitted in writing to the commissioner within 24 hours after the end of the game, which is being protested. Commissioners will report protests to the Executive Committee. Only registered coaches of the teams involved can submit a valid protest.
Priority for field use shall be as follows:
Within these priorities, older age groups must play on the larger fields. Where two fields are the same size, the older age groups will have their choice.
All games will have opposing teams’ coaches and spectators seated on opposite sides of the field. The home team will have the choice of sides, unless it is impossible due to the field position.
The home team must phone in the score of the game to the commissioner within two hours of the game’s completion. It is in the best interest of the League if coaches seriously try not to run up the score in games. Age group commissioners will monitor this. If the reported score is more than 10 goals the Executive Committee will review it.
Coaches must inform their commissioner if they believe a boy has dropped out of the program. Any boy dropping out will NOT be reinstated.
Coaches are responsible for cleaning up their sides of the field after each game. Use your players.
4. PULLING A TEAM OFF THE FIELD At no time is it warranted to pull a team off the field until the game is over. If one wishes to complain about a game, the coach or referee will write a letter to the Executive Committee. If a coach pulls their team off the field before the time has expired, the team will be credited with a forfeit and the coach will be suspended until the case is reviewed by the Executive Committee.
Referees are assigned by the referee assignor. In case the assignor cannot assign a referee, the referee will be designated by the home team and approved by the visiting team’s coach. If it cannot be agreed upon, coaches will notify their commissioner, who will reschedule the game and ask the assignor to assign a new referee.
No coach or assistant coach should referee his or her own team’s game solely. As a last resort, refereeing responsibility should be shared equally by both teams.
The referee will call all plays and be impartial. He/she should, within reason, give time left when asked.
Only referees of record are allowed on the field of play and only referees are allowed to use a whistle.
The referee will check all players for hazardous equipment before the start of the game. The referee will be responsible to verify that each boy has a pair of shin guards during the equipment check and on the field of play. PENALTY FOR NOT WEARING SHIN GUARDS:
The referee is responsible for the game ball for the duration and will see that it is returned to the home coach upon completion of the game. Ages 7 - 12 will use a size 4 ball; ages 13 - 18 will use a size 5 ball. Ages 5-6 will use a size 3 ball.
The referee must report all players ejected from the game to the referee assignor who will in turn notify the league contact person.
